Overview

What this service covers

Most claims that get referred for investigation are not referred because someone is certain of anything. They are referred because the file does not add up: the damage looks older than the loss date, the account changed between the first call and the second, or the same address has appeared on other claims. The assignment is to find out which of those concerns holds up against facts gathered in the field.

Delator gathers those facts by lawful means only: observation from public places, public-records and open-source research, scene and vehicle inspection, and voluntary interviews. The report sets out what was found, what could not be verified, and which indicators are present. Whether the findings amount to fraud is a determination for the carrier, its special investigations unit, or the authorities, and the report is written to leave that determination to them.

When it is useful

Claim patterns that prompt a referral

  • Damage reported on a vehicle shows rust, dirt accumulation or faded paint transfer inconsistent with a loss said to be days old.
  • A theft or fire is reported shortly after a policy was written, a limit was raised, or a payment lapse was cured.
  • The insured's description of the loss differs in material details across the first notice, the follow-up call and the written claim form.
  • Receipts or ownership documents submitted for claimed contents cannot be matched to a seller, a date or a payment method.
  • The people involved in a loss describe themselves as strangers, but public records suggest a shared address, employer or business.
What the investigation covers

What the investigation covers

Damage pattern comparison
Inspection and photography of the claimed damage against the reported mechanism of loss, noting height, direction, transfer and age indicators that do or do not correspond.
Relationships between parties
Public-records and open-source research into prior connections among insureds, claimants, passengers, witnesses and vendors named in the file.
Loss location verification
A visit to the reported location to confirm it exists as described and to record conditions that support or conflict with the account given.
Document verification
Contact with the issuing business or agency to confirm that submitted receipts, titles, invoices or reports are what they appear to be.
Timeline reconstruction
A dated sequence of policy events, the reported loss, calls, tows, repairs and claim submissions, assembled from the file and from field findings.
Indicator summary
A plain list of indicators found and not found, each tied to its source, without any statement that a person acted dishonestly.

In detail

Indicators are reported; conclusions belong to the carrier

An indicator is a fact that warrants a closer look. A bumper with oxidized scrapes is an indicator. So is a witness who shares a surname and a prior address with the claimant. Neither proves anything on its own, and both can have ordinary explanations. Delator's reports state the fact, show the photograph or record that supports it, and note any explanation the person offered. The report does not characterize the person or the claim.

This discipline matters to the carrier as much as to the claimant. A file that reaches a coverage decision, a referral or litigation will be read by people looking for overstatement. A report limited to verified facts, with sources identified and unverified items labeled as such, is easier for an SIU analyst or defense counsel to rely on than one that argues a position the evidence may not fully carry.

Methods used and methods that are off the table

Field work begins with what is open to anyone: the loss location, the exterior of a vehicle in a public lot, court and property records, business filings, and publicly posted online content. Interviews are voluntary. The investigator identifies who they are and who they are working for, and a person who declines to speak is recorded as having declined. Nothing is taken from private property without permission of the person in control of it.

Delator does not use pretext to obtain protected information such as phone, financial or medical records. It does not enter private property without permission, does not access medical records without proper authorization supplied by the carrier or counsel, and does not offer medical opinions. If a carrier's concern can only be resolved with information that lawful field methods cannot reach, the report says so, and the carrier can decide whether to pursue it through other channels.

Scope of workCarrier-side service

This service is available to insurance carriers, self-insured entities, third-party administrators and the attorneys who represent them. Delator reports facts and observed indicators; decisions on coverage, liability, settlement and any fraud referral remain with the client.

It is not offered to policyholders or claimants, and Delator does not act as a public adjuster. Policyholders and claimants can request neutral scene documentation instead.

Questions

Common questions about this service

Will your report say whether the claim is fraudulent?

No. The report presents verified facts and identifies indicators, such as damage inconsistent with the reported loss or undisclosed relationships between parties. Whether those facts amount to fraud is decided by the carrier, its special investigations unit, or the authorities. Delator does not make or imply that conclusion.

Can an individual hire Delator to investigate an insurance company or another claimant?

This service is available to carriers, self-insured entities, third-party administrators and their counsel. Policyholders and claimants can request neutral documentation of a scene, vehicle or property instead, which records physical conditions without investigating any person or offering opinions on the claim.

What do you need from the claim file to begin?

The reported facts of loss, the names and addresses of the parties, any photographs or documents already submitted, and a statement of the specific concerns. A narrow assignment, such as verifying one receipt or one relationship, can be worked without the full file.

What happens if the investigation finds nothing unusual?

The report says so, with the same detail as any other. It lists what was checked, what was confirmed, and which concerns were not supported by the facts found. A documented clean result lets the carrier move the claim forward with a file that shows the question was examined.
