Field Support for Special Investigations Units

Delator Claims Division provides Tennessee field support to the special investigations units of insurance carriers, self-insured entities and third-party administrators, and to their counsel. This support is not offered to policyholders or claimants, who can instead request neutral documentation. The SIU directs the work and draws the conclusions.

Overview

What this service covers

A special investigations unit works a referral from a desk that may be several states away. Its analysts can run database searches and review claim histories, but they cannot drive to a body shop in Cookeville to see whether it has a frame machine, or stand at a rural intersection to check whether the reported collision could have happened there. Those tasks need someone on the ground.

Delator acts as that field resource. The SIU investigator assigns specific tasks, and Delator completes them and reports back in the unit's own format. Delator does not run a parallel investigation or reach its own conclusions about the claim. It reports facts and any indicators observed, and the SIU decides what they mean, whether to refer the matter onward, and what the carrier will do.

When it is useful

Tasks an SIU hands to a field vendor

  • An SIU analyst has identified a questionable repair facility, clinic or towing company and needs its physical premises visited and photographed.
  • A unit without Tennessee-based staff needs an in-person interview conducted from its own question outline, with the audio returned promptly.
  • Several linked claims share addresses, and the unit needs each address visited to confirm what is there and who appears to occupy it.
  • Official copies of court filings, crash reports or property records must be pulled in person from a county office that does not provide them online.
  • An examination under oath is scheduled, and counsel needs field facts verified beforehand to prepare questions for the insured.
What the investigation covers

What SIU field support covers

Vendor and facility site checks
Exterior and, with permission, interior photographs of a business named in claims, noting signage, hours, equipment visible, staffing and apparent level of activity.
Address verification
A visit to each address in the referral to record the type of property, names on mailboxes or directories, vehicles present and information from neighbors.
Directed interviews
Voluntary interviews of insureds, claimants or witnesses using the SIU's outline, recorded with consent, with follow-up questions limited to the assigned topics.
County-level records retrieval
In-person requests at clerks' offices, registers of deeds and local agencies for records the unit has identified, returned with a note of what was unavailable.
Vehicle and property inspections
Inspection of salvage, recovered theft vehicles or burned property, including identification numbers, odometer readings where accessible, and condition photographs.
Evidence handling log
A record of each item, file or recording collected: who provided it, when, and how it was transferred to the SIU.

In detail

Working inside the unit's process

Each SIU has its own referral forms, report templates, and rules about what a vendor may and may not do. Delator follows them. Tasks are confirmed in writing before field work begins, budgets and hour limits set by the unit are observed, and anything that would exceed the assignment is cleared with the SIU investigator first. Reports use the unit's headings and numbering so they can be placed in the file without rework.

Because one field team covers all 95 counties without subcontracting to unaffiliated third parties, a multi-claim referral that touches Memphis, Jackson and Clarksville is handled by one vendor with one point of contact and one reporting standard. Field personnel are licensed Tennessee private investigators. The SIU investigator can speak directly with the person who made the site visit, which is often quicker than exchanging written questions.

Keeping field findings separate from the unit's conclusions

SIU files may end in a denial, a withdrawal, a civil action or a referral to the authorities. In every one of those outcomes the field vendor's work will be examined. Delator's reports are confined to what was observed, who said what, and which documents were obtained from where. Indicators are identified as indicators. The report does not state that a claim is fraudulent, that a provider is illegitimate, or that a person lied.

Methods are held to the same standard. Field work uses observation from public places, public-records and open-source research, and voluntary interviews. Delator does not obtain protected records by pretext, does not enter private property without permission, and does not review medical records unless the carrier supplies proper authorization. A unit that later has to explain how each fact was gathered will find the method stated beside the fact in the report.

Scope of workCarrier-side service

This service is available to insurance carriers, self-insured entities, third-party administrators and the attorneys who represent them. Delator reports facts and observed indicators; decisions on coverage, liability, settlement and any fraud referral remain with the client.

It is not offered to policyholders or claimants, and Delator does not act as a public adjuster. Policyholders and claimants can request neutral scene documentation instead.

Questions

Common questions about this service

Does Delator replace a carrier's SIU?

No. Delator supplements the unit with field capacity in Tennessee. The SIU keeps control of the investigation plan, the analysis and every decision about the claim. Delator completes the assigned field tasks and reports the results to the unit.

Can you take a single task, or only full investigations?

Single tasks are common. A unit may need one address verified, one clinic photographed or one record pulled from a county clerk. Each task is scoped and reported on its own, and the published flat-rate pricing and deployment tiers apply in the same way as for larger assignments.

Will your investigator be available if the matter goes further?

Yes. The investigator who performed the field work can discuss the findings with the SIU, with counsel, or with authorities to whom the carrier has referred the matter, and can describe what was personally observed and how each item was collected.

Do you report suspected fraud to state authorities on the carrier's behalf?

No. Any referral or report to authorities is made by the carrier in line with its own procedures and obligations. Delator provides the field findings and supporting material to the SIU and takes no position on whether a referral is warranted.
