What this service covers
A self-insured employer pays its own claims, so every unanswered question on a file is the employer's own money. A third-party administrator handles claims for many employers and is measured on how consistently it does so. Both face the same practical gap: desk adjusters with heavy caseloads and no one to send to a plant in a rural county at six in the morning. Delator fills that gap on an assignment basis.
This program support is offered to employers, administrators and their counsel, not to injured workers. It draws on the services described elsewhere in this section: scene documentation, claim investigation, statements, surveillance and provider verification. Delator does not adjust or administer workers' compensation claims, set reserves, make compensability decisions or give legal advice. It supplies facts from the field so the people responsible for those decisions have something firm to work from.

Covering locations a claims office cannot reach
Tennessee is long. A program with facilities near Memphis, on the Cumberland Plateau and in the Tri-Cities spans a full day's drive. Delator Claims Division runs on the statewide dispatch network of Delator Field Services, the process serving division of Delator Group, which already moves licensed personnel through every county daily. Typical on-scene time is under 60 minutes in the anchor metro areas, and the four-hour statewide deployment guarantee applies everywhere else.
For an employer this means a supervisor on any shift can call one number after a serious injury and have the area documented before production resumes. For an administrator it means an adjuster in another time zone can assign a statement or a clinic visit without searching for a local vendor. Field personnel are Delator's own licensed Tennessee private investigators. Assignments are not passed to unaffiliated third parties.
Who decides what, and where Delator stops
The client controls scope. Some programs want a scene visit on every lost-time claim and nothing further unless an adjuster asks. Others send only contested files. Delator follows the instructions given and raises a question if an instruction would require something its investigators will not do, such as entering private property without permission or seeking medical information without proper authorization. Each report is addressed to the contact the client names.
Delator does not replace the adjuster, the administrator or defense counsel. It does not recommend acceptance or denial, estimate claim value or interpret workers' compensation law. When several parties share an interest in a file, such as an employer, its administrator and an excess carrier, the client tells Delator who may receive the report. Work product is released only to those named recipients through secure delivery, typically on the day the fieldwork ends.
This service is available to insurance carriers, self-insured entities, third-party administrators and the attorneys who represent them. Delator reports facts and observed indicators; decisions on coverage, liability, settlement and any fraud referral remain with the client.
It is not offered to policyholders or claimants, and Delator does not act as a public adjuster. Policyholders and claimants can request neutral scene documentation instead.
Common questions about this service
Is this service available to injured employees?
No. Program support is offered to self-insured employers, third-party administrators, carriers and attorneys representing them. An injured worker who needs neutral documentation of a scene or damaged property for another kind of claim can ask about Delator's documentation services, which are separate from this work.
Do we need a contract before sending the first assignment?
No. An employer or administrator can send a single assignment by phone or email and decide afterward whether a standing arrangement makes sense. Programs that expect regular volume usually agree on triggers, contacts and report recipients in writing so each new assignment starts without discussion.
Can you work under our TPA's existing guidelines?
Yes, provided they are consistent with lawful methods and Delator's scope. Send the vendor guidelines, reporting requirements and any required forms. The investigator follows the client's format for status updates and report delivery and flags in advance anything that cannot be done as written.
Does Delator act as our adjuster or administrator?
No. Delator does not administer workers' compensation claims, authorize treatment, pay benefits or make compensability decisions. It performs field investigation and documentation at the client's direction and reports the facts. Claim handling stays with the employer's program, its administrator and counsel.
